After the gloss white paint, the full-fin-sized decals are applied.

Full, fin-sized decals are an easy way to have the fins decorated.  The colors are partially transparent.  Where I thought the decal would cover up an accidental paint mark, it ended up showing right through the aqua colored tail section wrap.

Trivia: The holder for this rocket is a re-configureable system with interchangeable wood and plastic parts to hold just about any size or shape of rockets.  You can find this sophisticated work stand at a Toys-r-Us or similar store, it's called Tinkertoys.
