I had a similar problem flying my Space X Falcon 9 a few months ago on a D12-5, the ejection charge was very weak and failed to push out the parachute (even though it was packed very loosely).  Since the nose/payload section did pop out, it allowed the model to fall sideways, sustaining no damage on the soft grass.  If I was to fly my Saturn 1-B, I'd stick with using the four engine 18 mm cluster.
